Having a total of 561,875 inhabitants as of 2015 census, it is the most populous city in the Western Visayas and the second most populous city in the Visayas after Cebu City.

It is known for being a relatively friendly city, as it bears the nickname "The City of Smiles". In 2008, Bacolod topped a survey by MoneySense Magazine as the "Best Place to Live in the Philippines". The city has also been declared by the Department of Science and Technology as a "center of excellence" for information technology and business process management operations. In 2012, Bacolod was ranked the most livable city in the Philippines by iKwaderno online magazine after a conducted school survey using research data and analysis. It got a high score of 85.183 while the rest of the top seven are Davao City with 84.80, Marikina with 84.32, Makati with 83.87, Manila with 83.35... etc

Bacolod is the Philippines' third fastest growing economy in terms of information technology (IT) and business process outsourcing (BPO) activities.  Bacolod ranked 3rd among the top ten "Next Wave Cities" of the Philippines for the best location for BPO and offshoring according to a 2010 report of the Commission on Information and Communications Technology.

Among the notable BPO companies operating in the city are Convergys, Teleperformance, TTEC, Transcom, Ubiquity Global Services, Panasiatic Solutions, Focus Direct Inc. etc.

Along its highways, sugarcane plantations are a typical scene. As of 2003, 7,216 hectares (17,830 acres) of the city’s 8,560 hectares (21,200 acres) of agricultural land were still planted with sugarcane. Meanwhile, 915 hectares (2,260 acres) were devoted to rice... According to the "Philippine Cities Competitiveness Ranking Project 2005" of Asian Institute of Management (AIM), Bacolod tops the list in terms of infrastructure, ahead of such other mid-size cities like Iligan, Calamba and General Santos. Amaia Steps is located at the center of business district of Negros Occidental where all the needed commercial establishments including government offices where located, just less than a kilometers away enough for a ten minute walk for the furthest commercial retail stores, restaurants, supermarkets and even malls, such as SM and Robinson’s mall.

Tycoon Andrew Tan-led Megaworld Corp. has brought P1.5 billion worth of fresh residential inventory to Bacolod’s property market with the launch of a new condominium development inside The Upper East township.

The 14-story Two Regis will be built at the corner of Regis and Madison, just beside the proposed Megamall Lifestyle Mall.

The launch comes six months after the launch of One Regis, which was Megaworld’s first residential tower in the area.

Two Regis will offer units ranging from studios to two-bedroom units. Some units will have balconies overlooking the township. The tower is expected to be completed in 2023.

The regular studio units will have a size of up to 31.5 square meters, but there will be executive studio units of up to 37.5 sqm. One-bedroom units will have a footprint of up to 43.5 sqm while two-bedroom units will have up to 87 sqm of living space.

The penthouse floor, which will make available units in varying size options, pitches unparalleled views of the sunrise from the Negros mountain ranges and the sunset along Guimaras Strait.

MEGAWORLD Corp. is investing P1.2 billion to develop a three-storey mall inside its 34-hectare Upper East township in Bacolod City.

Tycoon Andrew Tan-led Megaworld Corp. Is spending P1.2 billion to put up a three-level lifestyle mall within its 34-hectare township in Bacolod City.

Slated for completion ny 2021, The Upper East Mall covers 24,200 square meters of gross floor area, featuring a blend of neo-classical and art deco architecture, reminiscent of New York City’s Upper East Side cityscape.

“We are excited to see The Upper East transforming into a modern central business district (CBD) of Bacolod. In the next three to five years, we will see the residential towers, office towers, commercial buildings, hotel, church, parks, and this new lifestyle mall rising. We will also be opening the Upper East Avenue to the public in two years,” said Kevin L. Tan, chief strategy officer at Megaworld.

Upper East Mall will house several rows of restaurants as well as four state-of-the-art cinemas and an open-air food hall with an indoor garden.

Megaworld is also simultaneously completing its 54-hectare Northill Gateway township located along the Bacolod-Silay Airport Access Road within the boundary of Talisay City and Bacolod City.

Megaworld expects to complete the mall by 2021. It will be then be directly connected to the transport hub that the company is building across the township’s central park, which in turn faces two residential towers called One Regis and Two Regis.

Upper East Mall forms part of the company’s P28-billion investment to develop the Upper East in a span of 10 years.

“In the next three to five years, we will see the residential towers, office towers, commercial buildings, hotel, church, parks, and this new lifestyle mall rising. We will also be opening the Upper East Avenue to the public in two years,” Mr. Tan said.

Aside from the Upper East, Megaworld is also developing a 54-hectare township called Northill Gateway along the Bacolod-Silay Airport Access Road. The estate will have its own lifestyle mall and residential villages — Forbes Hill and Fountain Grove.

Megaworld’s net income attributable to the parent grew by 16% to P3.8 billion in the first quarter of 2019, after consolidated revenues surged 15% to P14.9 billion.

Shares in Megaworld dropped 0.91% or five centavos to close at P5.44 each at the stock exchange on Friday.

Megaworld, the country’s largest office developer and lessor, is building two office towers inside its 34-hectare The Upper East township in Bacolod City.

The two office towers, which will be called No. 1 Upper East Avenue and No. 5 Upper East Avenue, will offer around 17,000 square meters of office spaces, particularly for the information technology and business process outsourcing (IT-BPO) sector.

The towers will be strategically located along the township’s main avenue, the six-lane Upper East Avenue which connects the city’s main streets of Lopez Jaena and Circumferential Road. Both towers will be facing the soon-to-rise Upper East Mall, and they will sandwich the township’s central park.

“These two new office towers will be Megaworld’s first office developments in Bacolod, and we look forward to bring in new BPO locators to the city. To be operated under our Megaworld Premier Offices brand, these Upper East Avenue towers will showcase the company’s signature state-of-the-art features in office developments – making them the most modern offices to rise in Bacolod City,” says Kevin L. Tan, chief strategy officer, Megaworld.

No.1 Upper East Avenue

Featuring Spanish and European architectural design, the No. 1 Upper East Avenue and No. 5 Upper East Avenue towers will be registered under the Leadership in Energy and Environmental Design (LEED) program.

They will have roof gardens, and both towers will utilize LED lightings in common areas, dual-flush technology for toilets, and double-glazed windows for heat insulation and energy-efficiency. 

The office towers will offer basement and ground level parking, for the convenience of its tenant partners and workers.

“These will be the only office buildings in the entire Bacolod City that are located within a fully-masterplanned township development, where everything is just within easy reach,” explains Tan.

The city, which is seen to benefit from the government’s massive infrastructure and decentralization program, offers vast potential as a property investment hub

We believe that Bacolod City will remain a preferred property investment site outside of the capital region on the back of the Duterte administration’s infrastructure and decentralization push. Bacolod is a major business site in the Visayas region and it is likely to retain its stature as a competitive city over the medium to long term.

Among the crucial infrastructure projects due to be implemented in Bacolod City are the Bacolod Economic Highway and the expansion of Bacolod-Silay Airport. Other local government-initiated projects that should further raise the city’s attractiveness as an office and residential hub include the Bacolod City South Bus Terminal, two coastal roads and a viaduct. These should ease access from the city’s business districts to second and third-tier cities.

The economy of Western Visayas, where Bacolod City belongs, has also been expanding by 7.4 percent over the past two years and this has been instrumental in propelling the growth of traditional, non-outsourcing businesses. This also contributes to faster office space absorption in the city.

Meanwhile, the National Competitiveness Council (NCC) ranks Bacolod as the 9th most competitive local government unit (LGU) in the country based on economic dynamism, government efficiency and infrastructure support.

This improving competitiveness versus other key locations in the Philippines has been propelling investor interest in the city. Over the near to medium term, this is among the factors that should support office space absorption in the city.

Infrastructure projects like airports help unlock land values in the provinces.

Skilled manpower

But a major driver of business interest is the city’s skilled manpower. About a third of colleges graduates that the city produces annually are business degree holders while close to 30 percent hold engineering, IT, math and medical-related degrees. The sufficient number of graduates holding relevant degrees complemented by the training programs provided by the IT council and the city government ensure the employability of the city’s college graduates.

The growing number of starting families has driven strong take-up of houses and lots (H&Ls). We have recorded significant demand from newly launched projects, particularly those priced below P3.2 million. We also see demand from wealthy families purchasing lots for their second homes or as inheritance for their children.

The preference for H&Ls is strong as Bacolod residents and investors still prefer larger, open spaces.

Overall, we see sustained demand drivers in Bacolod City and the developers should be quick in cashing in on residential opportunities by:

+ converting brownfield properties such as the old airport into mixed-use communities;

+ exploring land around the fringes of Bacolod City;

+ aggressively developing affordable and economic units; and

+ acquiring developable land near the government’s planned infrastructure projects.

Bacolod City will likely remain an attractive location for H&L and condominium projects, but a more aggressive launch of residential projects in the city pushes developers to look for alternative sites.

In our opinion, condominium units are becoming an attractive investment option for OFWs and local businessmen. These unit owners are anticipating the projects’ potential for leasing once they have been completed. Colliers believes that the BPO sector will continue to be a driver of condominium leasing in Bacolod City. Foreign employees as well as higher-earning local outsourcing workers are among the targeted buyers and occupants.

What’s next for Bacolod?

Colliers expects property developers to continue pursuing opportunities by developing satellite communities outside of Metro Manila given the proposed airport development and modernization projects.

Integrated communities can offer a better value proposition than the stand-alone projects given their focus on mixed-use development. We believe that greater scale combined with a mixed-use focus can make integrated townships an attractive option for investors.  Colliers further expects more outsourcing tenants to gravitate toward integrated communities as these can offer a better living and working environment.

The company will also unveil an eight-tower, mid-rise residential complex in Bacolod which is expected to generate P8 billion in total sales. The 10.9-hectare project will also house retail and activity areas.

Only two towers will be launched in September. This is seen to generate about P2 billion in revenues. Units are sized from 36-100 sq.m., priced at P110,000-120,000 per sq.m.

ILOILO City – After being snubbed from the Tholons Top 100 “super cities” for outsourcing in 2017, Iloilo City has reemerged in the international competitiveness rankings at No. 92, amid the city’s efforts to innovate the local business process outsourcing (BPO) industry and a rise in infrastructure.

According to the Tholons Services Globalization Index (TSGI) 2018 released on Monday, Iloilo has reentered the international standings for BPO destinations, as other Philippine hubs gain ground and slide up the list.

This 2018, six major Philippine cities have been included in the Tholons Top 100  – with Manila ranking the highest at 2nd place worldwide, along with Cebu City (11th), Davao City (75th), Sta. Rosa, Laguna (87st), and Bacolod (89th). Manila has regained its 2nd position from last year’s when it slipped to 4th position.

According to a report by the Philippine News Agency, currently around 21,000 Ilonggos are employed in the BPO industry.

“Colliers believes that demand for BPO space will likely continue given the aggressive promotion being undertaken by the local government as it aims to become a premier SMART (Service, Manufacturing, Agri-business, Arts and culture, Research and technology and Tourism) city of excellence,” added the research report.

Tholons is a leading full-service strategic advisory firm for global outsourcing and investments. In this year’s report, they considered innovation, workforce and skills, infrastructure and cost, risk and quality of life, and business catalysts as metrics for the research.

Bacolod City’s homegrown residents are naturally entrepreneurial.

Bacolod is one of the primary producers of sugar in the 19th century. However, the 1980s sugar crisis or when exports were minimized and could no longer sustain the livelihood of the people, the Negrenses, especially the women, started a foundation they now call the Association of Negros Producers (ANP).

BACOLOD CITY – As the City of Smiles is aiming to be a super city in the next few years, property giant Megaworld announced on Tuesday, Nov. 22, that it will build a P2-billion iconic hotel at The Upper East here.      Currently, this city can only accommodate at least 5,000 guests during conventions, according to City Tourism Officer Teresa Manalili.

She said they are targeting to have at least 10,000 hotel rooms to make this city ready as a Meetings, Incentives, Conferences, Exhibitions (MICE) destination.
